Hon.
Mayor Cesar J. Isaac III is the 24th Municipal
Mayor
of
Guinayangan. He was born on
June 12, 1970 in the City of Manila. He is the
second
of seven
children of the late Cesar Alvarez Isaac, Jr. and
Mrs. Crispina Rufo Juarez. He married Maria
Marieden M. Moreto, an Elementary Grades Teacher III
in DepEd - District of Guinayangan, in May 25, 2001 in Lucena City and they were blessed with 2
sons, Cesar IV and Jaden Czar.
Mayor
Boyboy is not a new breed in the field of politics
and public services. He is among the descendants of
great community leaders from the Isaac Family.
Aside from being the great-grandson of Hon. Placido
Isaac who served as the 2nd Municipal Mayor of
Guinayangan, Quezon from 1904-1905, he is also the
grandson of renowned couple Hon. Cesar Lagdameo
Isaac who served as Municipal Vice Mayor of
Guinayangan and the well-loved woman philantrophist Natividad
Orlina Alvarez.
His first entry into politics was during the local elections
of May 2007 when he became a Member of the Sangguniang Bayan of Guinayangan. His concrete
actions and notable legislative measures has
overwhelmingly put him into the topmost position as
Member of the Sangguniang Bayan when he got his
second mandate from the people during the local
elections in May 2010. He has made himself
endeared to the people particularly
from the rural barangays by visiting them frequently
and making himself available and reachable by
everyone most of the time. There is no wonder
that he won by more than a thousand margin to his
opponents for the Mayoralty position in the last
national and local elections held in May 2013.
Mayor
Isaac
graduated with a degree of Bachelor
of Science in Marine Transportation at the
Philippine Maritime Institute in 1993. He finished his
elementary course at the Guinayangan Elementary
School in 1983. and earned from Guinayangan Academy
in 1987 his secondary course. To enhance his
knowledge in local legislation, he took up several
short courses and seminar-workshops. Foremost
of these is the
Development Legislation Enhancement Course (DLEC)
which he took up from UP Diliman - National College
of Public Administration and Governance (UP-NCPAG)
in 2011. He also attended the Mandate
for a Change - A Seminar on Transformative
Leadership, Updates on Local Legislation and
Administrative Governance, Executive Forum - The
Anti-Red Tape and Workshop on the Update of Revenue
Code.
Aside from
being a member of the Sangguniang Bayan for 2
consecutive terms, Mayor Boyboy also served as
President of the Guinayangan Municipal Tourism
Council from 2003 to 2013, Municipal Chairman of the
Liberal Party, member of the National
Movement of Young Legislators, member of the Rotary
Club of Lopez, Quezon, member of the Guinayangan
Chamber of Commerce, and distinguished member
of the local environmental organization AKMA - Ang
Kalikasan, Mahal Ko.
For his first term
as the local chief executive of Guinayangan, Mayor
Isaac adheres to focus for the development and
uplifting the status of living of the whole
community and
to continue the legacy that his ancestors has
established in the past.
He is asking the cooperation of everyone to attain
the Vision of a progressive and peaceful
Guinayangan.
His priority platform
of Government includes the improvement of the
Agriculture Sector (farming and fishing) enhanced by improving
program implementations in Education, Tourism, Commerce,
Sports, Peace and
Order and Infrastructure Development. He calls
on every member of his administration, particularly
the municipal employees, to serve the people with
utmost integrity, professionalism, fairness and
honesty.
Mayor
Isaac's motto of Governance is "SA DAANG
MATUWID, ASENSONG WALANG PATID" (Continuous
Progress in Taking the Right Path).
